These are complicated scripts that only people with lots of experience can build. On the other hand, there are lots of ready made scripts, (many of thse are free) which you can simply install on your site. I suggest that you make a net search for such a script, download and install it.

You could also use a forum or blog, from the ones available in your CP through Fantastico, to accomplish the same thing.
