I have published my index page (index.html) for website stateengraving.com, however I can not view the site. How long does it take before published pages are updated for a site?

It's immediate - and no, you did NOT name your page index as told to you in the previous post/thread (which you should have continued) - you named your page Index - with a capital I - go back and rename it index - and it will work properly.
