Creating a Border

I would like to know how you can add a border to your web page. I mean like I have a black background and I would like to add a thin red border around it, but with it being like a few mm from the actual edge. Could someone please tell me how I do this?

You can use the shape tool, select one rectangle or whatever shape, stretch it to as big as you want, make it transparent and click the border tickbox, select a color and a width..

PS almost forgot, right click onit and move it to the back, and lock it in place, then you can put all your stuff on top of it.
