Basically the only rule is to keep the same pixel ratio. If you are resizing an image that is 500x200, and need it to fit in a 200xwhatever space, make the image size 200x80

How big you make them isn't as important as how dense they are.. Typically I will resize a picture to fit the place I want it to go, using the free pizresizer that Voda provides.
Then I run it through this http://tools.dynamicdrive.com/imageoptimizer/index.php online optimizer, which shows you what it looks like at different densities or resolution.. I choose the best looking one with the least density..

What imaging editing program are you using?
I use Picasa, another free download, easy peasy editing. When you resize with pix resizer it asks - maintain aspect ratio? and if you say yes you will be fine..
