How do you do this please?

I want to put a kind of (animation??) on a new site that I am building that basically shows how to do something control in panel. I have seen it on several websites - including the BV tutorials, where the mouse moves to the relevant icon and maybe a pop up box comes up with some text in, and then the mouse moves again to the next stage etc.

Is there a tutorial for this and is it something I could do myself using Bluevoda?

Any advice would be grateful.
