adding a Q&A to my site

Hi All
I would like to add a question and answer to my site. I want it to work like this, I just don't know how its done. Say someone click on one of the Q&A link on my page and it would automatically scroll down to it, without them having to do it or scrolling down them self, Does anyone know what I mean and can help me.
