Hyperlinking To The Same Page

Sorry that I can't remember the exact terms, it's been a while since I was involved in all this stuff. But I was wondering how to use VodaHost to make a link which sends the browser to another section of that page. If I recall correctly, the HTML version was:

<a href=#title>
<a href="title">

Not quite sure if that's right, and sorry if this is a really newbie question. This is my first day using the program. Thanks in advance to anyone who can help.
