Thats an image with a filter applied to it, a mirror filter I believe.

It was most likely done in Adobe Photoshop. If you give me your email address, what you want the text to say, what color you want the text and what color you want the background I would be happy to do it for you and send it to you. Hurry though, I'll be heading out shortly.
