Adding music, what about author copyrights ?

I have no idea if this is the right forum for this topic:
I would like to add music on my website, but I think it is right to pay a fee to the author of the music.
How can I do this?
Which country copyright association should that fee be paid?
I live in Sweden, but the web is for my company in Tanzania, should I pay in Sweden or in Tanzania?
