What is the minimum cell height?

I'm trying to make a 2 pixel high row in a table. All cells in the row are empty aside from a 2pixel high background image, but when I drag the row to make it smaller it stops at somewhere around 15 pixels. Does anyone know if there is a minimum height? If so is there a work around?

Open a html box and then create (code) the table yourself with the parameters you require. Save and publish and see if that doesn't work.
