problem with menu bar

I have two long horizontal menu bars, one above the other. When I put the mouse over the top row, the list of entries that opens up is behind the lower menu bar, so you can't see the one entry in the upper menu that is covered by the lower menu bar. How can I get it so the upper menu entries cover over the lower menu bar so you can read the upper menu entries?

Right click upper menu bar and select 'move to front'
