Adding a photo info uploading program to website?

Is it possible to add a program to BlueVoda where the customer may upload an image, and a brief discription of it, on a bluevoda website?

(e.g.)This way they may enter the img link, to their photo host from either imageshack, tinypic....etc etc.

They can upload a foto.. see the forms threads on HOW to do this.

You would also need a script, a database to store the info.
