Looking for help on an issue on my site

As part of the service I want to provide a Directory of Equine resources.
I want his directory to be searcable and I want members to be able to add entries. I am currently doing all of this manually. Is it possible to automate this. I have looked at wordpress solutions but they have forms containing ZIP CODES< STATES ETC none of which is relevant in Ireland and does not suit.
Is there any way to do this on Voda or are there any (FREE OR CHEAP)customisable scripts that will do it for me.
