Adding "Featured videos" to my site?

Being my first site, I don't know what i'm doing when it comes to designing a website.

My website is htt://www.animeramune.com, and basically i'm going to stream videos for others to watch.
I want to have a "Featured videos" playlist/box in my index page but i'm not sure how to do this.
somthing like on this site ,

I also want to add a "News" section to add under said videos on Index page. What would i have to use? wordpress? blogger? or somthing in BV site builder?
