how do i create hover text popups to give descriptions on my webpage. like when you mouse over the word vanilla, it will give a description of what vanilla is.

I have not used this. I'll work with it a bit.
Do you understand where to insert all of the codes?

Not so much. But even just downloading it, it wouldn't open on my computer. (PC).
