A Read-only Manual Scrolling Text Box

I would like to create a text box that allows for manually scrolling through the the text, but that is also read-only after published.

I found I could accomplish very close to what I want by using a scrolling form box, but I don't want people to be able to change the text when reading the dialog. Is this possible?
