What is a marquee?

And where can I check different elements what they are, if they are not in the tutorials?

A marquee. in BlueVoda, is a moving message in a banner. For example - you may want to have one saying 'Welcome to my site' and you could have it scrolling across the top of your index page.

If you open BV and hover your mouse pointer over different menu buttons - a little name tag appears and tells you what each button is. The best way to learn is to play around and practice. Make a practice page where you can try out all the features. If it's something specific you want to know then try using the forum search tool. If that fails and there's no tutorial, no mention in the knowledge base and you can't find it in the forums then open a new thread in the relevant forum and ask for help. :o)
