do you want a banner that scrolls like a news ticker or a series of photos or do you want a web advert or do you want the whole site?

two options are:

javascript www.javascript.com
or flash www.macromedia.com

If it's just some text that you want to scroll then this can be achieved using the marquee button in BV. Just click the 'marquee' button (next to shape button on top menu) and play around with it until you get what you want.

just remember that with the marquee tag that is used by default that this is only displayed in Internet Explorer - most browsers do not support this tag.
