Picture frame Website?

I'm trying to make a website which consists of a patterned/picture background and a picture frame in the centre of the screen.

Around the picture frame are the links to various pages on my site. By clicking on a link, the corresponding page appears inside the frame.

Here is a sample of what i'm aiming for:-

Does anyone know how to do this?

The background would be an iframe that would be your "template". For each of the pictures in the frame - that would be the new page. Every time you click on one of the links, it would take you to that picture inside that iframe.
