Is this the difference between clone and template

Hi
I would like to clone my index page to make my subpages with all workable
links, I just would be changing my picture and not all of the links, is this a clone page. Is that how it work.

Yes, that is a clone page. And that could actually then be also called your "template" - they can be one and the same.
