Hebrew language

I'm trying to make webpage on hebrew...
My system language for non-unicode programs is hebrew, character set in page properties in the Blue Voda program is ISO-8859-8. I can write on hebrew but all the punctuation at the end of each sentence removed to the beginning of it. I tried different align types, tried to copy text from MS Word and in all cases same result.
I think it's possible to solve this problem in html instrument in Blue Voda program. But I don't know html language

Try doing it vice versa: put the punctuation marks at the beggining
