Yes, you can.
Place the picture in your page. Make it the size of the marquee. Right click the image, select HTML.
When the image html appears, copy it and paste it in the marquee, instead of the text. That's all. Make sure to upload the picture to your website.

one thing i learned was - after doing the above publish the page with the clip art on it - THEN remove the clipart image - just the image not the marquee and then republish the page. i used clipart in a marquee here
