How to rotate pictures/text for an overlay?

I have a picture and want to put a see-through "banner" across it on an angle. Sort of like the "No /" thing but this says "Adopted" across a picture.

Can I do that in BV or do I need an external photo program?

Hi, you can put text on a picture in blue voda, but you cannot, unfortunately, angle it .. so you will need to do that with your other program ..
