Internet explorer "File" header missing

I am trying my first web page. When I open Vota my toolbar looks like the one on the tutorials however the word "File" that the tutorial points to is missing on my screen. Instead of the typical "File" being the first word like on Internet Explorer, my opening pages startes with "Edit" which is not like that shown on all the tutorials. Anyone know what I'm doing wrong?
