Using the same top frame on all pages
I'm looking now to make my website more efficient.
How do I take the same top frame (not sure if I'm using the right words) and save it as a template so the same top frame appears on all pages. I'd like it to stay put when jumping to diff pages and if I make a page once, it filters on all pages.

The frame that I want to stay put is this:
