How do I upload pdf files and link to them

Bob Swartzendruber...www.asbury-wellman.com I have been trying to upload pdf files via the file manager....I think that they uploaded correctly but have had problems linking to them...here is the link that I tried to use:

http://74.86.118.20/public_html/news/dec09news.pdf

do you see what I am doing wrong or have suggestions?

i jave the problem yhat i made a pdf with an old pdf and it wont open is that normal or do ii do something wrong??
