for normal pages scroll bars are necessary because you don't what size your visitors monitor is, so they kick in automatically.
However
You can use a 'pop up' window to display your pdf. With 'pop ups' you determine the width and height of the page.
Alternatively If you were to call up this pdf in an I-Frame, you can disable the Iframe scrollers but the visitor could still use their mouse to scoot the .pdf up and down (if that makes sense?)
