Start my own Affiliate Program

Hi everyone, I'm looking to start my own monthly subscribed affiliate program, I want to be able to pay 4-5 levels and give people the chance to assign affiliates to people they have already signed up so they can help build other peoples 'teams'. I've tried to look at PAP but have had problems installing and ordering a pro installation. Any advice would be great
