Text and Graphics placement on BV pages

Problem:
I am trying to place new graphics and texts in an exact position. BV is not allowing that.
Attempted actions:
I tried: drag and drop and even using the arrow keys, neither work properly as it should. The graphics either go too far Up, down, left or right. I also tried resizing them with no change.
Results:
I can get within about 1/4 inch but not precisely and exactly where I want them placed. I had this problem with BV 11 also. Is their another way to do this? I checked the forums posts and video tutorials also for a solution but there was none.
Unknown Solution:
Perhaps it is just not possible in BV for exact graphics placements? OR Is their a special secret trick for this?
