EU cookie law

In EU we have to ask our coustomers for cookies of our sites. Do they want to proceed or not and they must have an option to see what cookies are we using and for what. How can I implement some script to ask them only at first time they visit if they agree to use cookies. Does Bluevoda have some solutions and with which program I can see what cookies my site uses. I need solution or idea how to do it.
