Fixed background on iphon

Hello everyone
I ran into A slight problem with fixed background
On my PC It works fine But on the ****** 6
the fixed background Is like a normal picture
I would appreciate any response or suggestion

and on html screen size user defined -- doc type HTML 4.01 TRANSITIONAL
