Form size

I have created a form on a blank page with all the elements that I want to add to a number of other pages by using copy and paste. I can select it and move it around fine on the page on which it was created. When I paste it to one of my other pages it is okay until I try to move it. When I try to position it, it immediately expands up the page to overlap other items that I don't want overlapped. I tried dragging the top edge back down to where it should be, but it will not resize. What is going on with this? There is nothing in the form properties to control the size of the form.
