Linking pages

I have a problem linking my pages. Are they supposed to be published in order to link them? Since I need an URL to link each page I guess that that is what I have to do. Does it that mean that I have to pay for each page that I build?

Once you have a hosting account, you can start publishing.
Your links will not work in preview until you have published the pages to which you have linked.
As stated before, the hosting packages does not limit the number of pages you can create.
