Two ways, depending on how you wish to accomplish it....(remember to always start with your index page):

A. In the BV browser, at top: FORMAT > HYPERLINK STYLE SHEET (follow each step)

B. And, to add a "Style" that you can easily "characterize" links with across multiple pages:
1. Click > HYPERLINK ICON (looks like 'chain' in front of a globe, top of BV browser)
2. At bottom of Dialog box, 'APPEARANCE' > Click EDIT STYLES >
3. Click > ADD
4. Enter STYLE NAME
5. Click on each hyperlink effect to edit/change accordingly....
Finish by exiting and "saving" style, which then becomes available as part of added STYLE in Drop-Down Menu in Hyperlink Dialog.
