Jumping to specific page location

When Hyperlinking to another html in my website, how would i make the end result go to an exact location on the linked page.
www.churchofrealtruth.com "news headlines" then pick a topic. then to link to the location on that page where the subject is located on that page.

the hyperlink page is www.churchofrealtruth.com/Headlines.html
