Linking to an area of the text on the same page with a menu button

HelLo i am trying to have my menu buttons when clicked arrive on a specific area of my page. I have only one page so it is not a link to another page. how do we do that. Same for Home button.

Also i want to put a border around my site to delimit. And change the color on each side ofthe site now it is white.

go over the video tutorials it helps alot afor the borders click the table and stretch it
