linking pages

I am new to this so bear with me. I've gone over the tutorial several times and I can't get my pages to link. The icon for linking is not functional (greyed out). The same goes for pictures, the link icon does not function.
I have been able to link an e-mail and it works perfectly in the prview.
What am I doing wrong or do I have to sign up for web host to make this functional?

The option for linking is only greyed out if you haven't correctly selected the object for linking.

For text - Highlight the word(s) > Right Click > Link
For pictures - Double click it > Go to the link tab

To make these links functional you will need to publish to a Vodahost account.

Got the pictures and text to link but still can't link pages.
