Create menu that's the same on all pages

I use the same navigation on most of the pages of my site. I need to be able to create a navigation menu and have it appear on all pages. And I need the capability that when I change the navigation menu, it changes for all the pages where it appears.

I don't see a way to do this in Blue Voda. It appears that I'll have to put the nav menu on a template and then change it manually on every page I build with the template.

Or did I miss something?
