Test your site off line

Is there a way to test a developing web site off line? I am trying to test hyperlinks off line and am having trouble with the URL too. Any suggestions, comments are appreciated.

A web page cannot function fully using PREVIEW as there is no real website to navigate within and nor association between pages. You must publish the pages for any links to become active, and for a site to have a real "online address" with a functioning URL.
Simple logic ...
