If you are running NORTON INTERNET SECURITY go to the menu bar around the middle of the top of the page and click on Personal firewall, then on the bottom CONFIGURE, then in that box PROGRAMS, Then Manual Program Control, then look for browser.exe, Cen Browser, or Internet Protection Module, and in some versions its a SUN icon, and make sure these settings are set to give permission to ALL. If you dont see any of these settings in your control panel then look in your permissions folder and then find the blue voda, and ADD and set to all permissions and you should also see the BROWSER.exe in there as well to add permissions to it.

All day today I've been getting the same error - I did as suggested above, but no luck. I also have AVG - but have published 3 websites in the past three weeks - with no problems whatsoever.
There hasn't been any change to the firewalls or anti-virus. I have no idea what is causing this or how to fix it.
