If you got it from VH then you don't have to do anything further, it could take upto 72 hours to setup. So just be patient and check every once in a while. In the mean time you can still build and publish your pages.

ok so check the dot com every so often to see if its up? after all the kinks are worked out to get it live is there anything else?

Just the tweeking of your pages, sometimes things show a little different on the web in diiferent browsers, like Internet Explorer and Fire Fox.

It is live if you publish correctly, i.e. publish your first page as
index
The rest will depend on your links etc...........While your waiting, have a look at our video tutorials (top of this page)

Depending on how long ago you purchased your hosting plan and domain name, yes as soon as you publish it is live. It may take a few days to activate a new account and transfering domains from somewhere else could take longer.
