Publishing Issue

I finally have my IP address, login info and password in order for me to publish my site, but when I go to do that and I followed every step the response that I keep recieving is, "Login failed" "attempt to connect to server failed". Would someone able to help me. This is the only thing that is holding me back from publishing my site.

make sure you are selecting the correct ip, using the master login information and making your path to publish as public_html/

I did exactly that, but it's still not connecting.
