Upload files/texts and publish them

It would be nice if we could unpload a file, give it a name, and could see its title in a target page as a link and after i could open it
or
To write something in a text field to save it in the server and to publish it in a public target page where everyone could see it

Is this already possible with BV 14?

In BV wizard form there is an option: (Form action) Submit data to a page (script) in yourown or an external page
Is this that allows what I was trying to say above? How does it works? Any tutorial?

Submit data to a page (script) in yourown or an external page
means that you can submit the data from a form to a script. BUT you have to write the script yourself........

A the moment the requested features are not supported in BV

You can use the built in guestbook for the second request.
