Could someone make this image 3D and spin please

Hello All,

I was wondering if any of you would be kind enough to show me how to go about making the attached picture spin.

If you guys can do it for me that would be great (if you already have the software) or if you could direct me to a site that would also be very appareciated.

If possible i would also like to make the image 3D.
