no - you need picture manipulation software. a free one is

the trick is getting your pictures and type in the proper resolution for printing. this program will have all the features you will need to produce an ad. If you want to spend some money, i would buy photoshop. you will need some work on learning the tools but it is complete.

A better choice of titles and would be JASC (just for the features alone), as it is the nearest thing to Photoshop there is.
You can download a Free Trial HERE, and reload trials for as long as you need.
