answered before I am sorry but too many threads to sift through.

I am an affiliate of some of the largest computer product manufactors (all types) in the world which leads me to this..

-First is there a program or other way to have a marquee type banner of all types of one products which upon hover over stops the scrolling AND when clicked upon can either add that item to a cart or bring up more details about it such as price etc.

I am trying to save room on my site as for example Microsoft has thousands of products I am to sell as an affiliate, I dont want to put an image of every game and include the description, price, weight etc near it however I would like something like this:

-A banner (or similar) that says games as default and then slowly rotatoes all games offered for sale like a marquee, the catch is upon hover over, the scrolling stops and a pop up image displays detailing more information about that image you stopped on. Also needed would be the option to add it to your cart and continue on with shopping using the marquee then when all items are added to your cart THEN you can click on the checkout button and all images and prices etc. will be in your shopping cart?

Let me know if this makes sense and is possible.

Yes you could do this, first make your text, and make all the links, then wrap it in the marquee tags... easier to just get a site feed already linked with your affilate codes tho or put up an affiliate site..like this
