can someone tel me how to resize a logo/ image proportionally? NOT in a thumbnail.

The corners allow you to do so but the image becomes distorted/ skewed

The corners allow you to do so but the image becomes distorted/ skewed. when I insert an image its always too big; I simply want to make it smaller without it looking sh*te
