      In most photo editors you will normally have a background remover or "Eraser".

      Use the eraser to erase all the background leaving only the image.

      If the pic is of good quality you can increase the DPI to 300. 400, or 600 which will increase the pic size proportionately.

        Once it's low res it's gonna stay that way.

          Yes, very good Terry.

          I use a program called Gimp, and you can do pretty close to everything that Photoshop can do but Gimp is free. If you havent tried that then I would give it a shot.

            Thats where you are absolutely wrong.

            I have been increasing more than a thousand photos with lower resolution to 300 Dpi and more for book publications.

            Photos once digitized can be recovered, cleaned and manupulated in any manner you want.

            It is however, difficult to recover a poor quality photo which is blurred.
