Hi... It's used in the VH submission service... one of their tools... doesn't really seem to do anything...One other thing.. after looking at the search term info offered in the submission service... It's amazing how similiar and common the web searches are... Doug

Drill down into the term generally refers to looking deeping into a kyword phrase and looking for longer tail extensions of the phrase for SEO purposes.
EX: if your website is about "Blue Hats", that term may have too much competiton for it so you would drill down into the term and find things related to blue hats. You might come up with things such as blue hats for cats, blue hats for dogs, angery people wear blue hats, blue hats with lights on them etc.
