I am going to build a second page.
The second page will be linked to by the index page.
The second page will cover related but additional information and the keywords would never lead anyone to the second page.
Question: Can I submit a second submission report that pertains to the second page and still have a submission report that relates to the original page?

You do not need to submit the second page, submitting your home page is good enough, just make sure your second page is linked from your homepage.
